Bolts in manifold

What are the two bolts in the top of the stock m20 exhaust mafnifold for? they don't hold anything together, just plug the holes.

Perhaps they are there to take exhaust samples, or install an egt sensor, or backpressure readings, etc..

Maybe they stop exhaust leaks :P
