i keep blowing my wiper motor fuse

so about 6 months ago my wiper motor fried and i'm pretty sure their was a plastic cover on top of it that got melted so i didn't use it. since i replaced my wiper motor without that cover i keep blowing fuses. it only happens when i rains. only when i need them obviously. could it be because that shield blocks some of the water from getting on all the electronics in the motor and that would cause a fuse to blow?

I was having the same issue until I stopped blowing fuses and the motor does not work at all now. I think water in the motor means bad.
