          my guess, adhesion.

          i would hope that the expensive tape adheres better than dollar store. also i have noticed in some cheaper (non cloth) electrical tapes that they dont stretch well. when i apply e tape i try to give it a bit of a stretch, this wraps it tighter and helps it stay in place.
