Yes you can....you hook up ground anywhere on the case of the starter to neg terminal on battery and positive terminal to positive terminal obviously, then take a screw driver and jump the little signal terminal to the positive terminal on the starter and there you have it. Just be aware of the torque and make sure you use heavy gauge wire.
Basically when the starter is in your car its always hooked up to a ground and positive 12v....Its not until your ignition sends another(low current) 12v signal to the solenoid at which point it turns over, which is why you need to jump the small terminal to the large positive terminal to test the starter.
you can test solenoid operation and basic spin/no spin, but some starter will engage and free spin, be still not be able to produce enough torque to turn the engine over.
I was an idiot and assumed that the copper wire going from the solenoid to the starter motor was a ground and thats where my ground cable was attached. Once i moved that to the case i had no trouble testing (obviously). My starters work! BTW just snug them in a vice and you don't have to worry about the starter shooting away.
