What is the wheel offset for a 318is (M42) ?

Not enough information. You didn't say how wide these wheels are, but ET38 will require spacers to work and the wheels will have to be compatible with the large heads on the required longer lugbolts. Without knowing how wide the rims are there's no way to determine how thick the spacers would need to be.
