That may have been a mistake based on the presence of the R12 type test ports. As far as I know the R12 replacements are legal everywhere as they don't contain florocarbons.
If all the conversion consisted of was the R134 fittings, it would be easy to revert to an R12 replacement. If the expansion valve was changed, it would need to be changed back.
