Odd starting issue

I seem to be getting intermittent power to my starter about 10% of the time.

I'll turn the key, and it will crank two or three times. If I hold the key in the starting position, it will start cranking again about one second later.

I have replaced the starter and have the same issue.

I'm guessing you didn't find a loose connection at the power distribution block then?
