Idle ramps to 2000 rpm despite new icv and hoses- please help.

I replaced the icv and the main hose to the throttle body and the elbow off of the icv. The idle could be fine at time and then if I bump the throttle to 1500 rpm or so, it will stay up there. Also, if I turn the a/c on, the idle will ramp all the way to 1800 rpm. It does seem the if I push on the throttle position sensor wires or the body of the sensor, it seems to have an effect. If I unplug the icv, the idle will drop. Any suggestions? Thanks.

        TPS or ICV installed backwards.

As far as I can see, the icv will only fit one way. I did not touch the TPS yet.
