strange problems with my turn signal

well my turn signal has been acting funny as of the past few months. it will blink faster than the right but it was working so i didnt bother with it to much. Yestarday it was still blinking fast but when i parked at a hospital and then came back out a few minutes later i noticed that there was some type of cord hanging down under the driver side front valance. It has like prongs on the end of it to plung in to something but i couldnt find what. when i start my car and begin driving and i turn my left turn signal on the light came on in the car but didnt blink just made a weird noise. once i get home i look at it again and the front left turn signal isant working when i have the car turned on but i when i just have the key turned over and the car isant running it will turn on. my left foglight also wont turn on unless the car is running but when it isant and i just have the key turned over it both wont come on. i figured the cord probably had something to do with it but i didnt know where to plug it to or anything like that? anyone know what i should do or what the cord is for?

well first are all your signal bulbs working and plugged in? the fast blinking is there to show you when a bulb has burned out or isnt lighting for some reason.

if the bulbs are all working and still turn on when you signal, then you have some more serious electrical kinks
