I hate those things. Whenever I wear my dress shoes, they always get stuck behind it above the clutch pedal and i cant depress the clutch. I should consider selling mine, but then all those horrible wires will be exposed.

It probably is just sagging down like mine was. I installed some clips (that screws go into) that are used for speaker installs to the bottom part of the dash and on the steering column and replaced all of those stupid plastic fasteners with screws. It stays up nice nice and tight and doesn't bite my shoes anymore.

This is partly the reason. People tear them in half or rip a part of it off after their toes get stuck up behind it.
On the far left side there is a clip type thing on the body that my '87 used. The underdash piece slipped up in there to hold it up off the floor. See if your's has that metal piece.

Twist ties are a good temporary fix if you don't have that piece
I took mine out a long time ago because my feet kept catching on it. I made sure all the wires weren't sagging by using zip ties so i wouldn't catch my feet on them too!
It's been a loooong time since i've had my center console in, but looking at it today, there is actually a bracket that the lower part of the airbag panel rests on. If anyone wants, i'll see if i can get a pic.
