i had a similar problem where if the car was cold (temp) wise it would idle fine, but once it got warmed up, idle would go up and down up and down between 1300 and 700 as you said, so i took the car for a drive came home to a flat screw driver and cranked the adjustment screw on the ICV in and brought the idle down to 750-800 right in that area anyway. and all has been well, idles perfectly. never a hitch or anything.
as to your headlight problem i'd check the voltage at your alternator, it may not be charging correctly.
