wiper issues

I have had this problem with my wipers for a while but never got around to fixing it. When I turn them on they seem to work fine, but when I switch them off they will abruptly stop instead of returning to the bottom of the windshield first. Intermittent does not work unless I hold it down and the same thing happens when I let go, they stop where ever they are.

Would this be a problem with the relay or the switch in the column?
