cluster gas gauge b/w early and late models

besides the fact that the sending units are different, why is the gas needle reading 1/2 tank vs the 1/8 tank i actually have.
i have an early model, but the cluster is from a newer model, (single pump)

Is is as simple as replacing the gauge from the back of the cluster? or is it hardwired in the cluster circuit boards?
