ICV question...

Could somebody please advise what is the correct resistance of an M42 ICV?
Also, can a bad ICV be a cause of an M42 not starting?

I just did a long list of maintenance which includes cleaning the ICV. When the ignition is the ON position, I cant tell if ICV is buzzing but when a 12v is applied, the inside turns open.

A bad ICV usually won't prevent the engine from starting, but it might cause the engine to die at idle.
