Vert seat recline

So I just finished installing my leather onto my seats. I tried all the functions just to make sure they were working. My passenger seat doesn't recline fully. I have a spare and this one did. But after closer inspection a plastic stopper or something is pinned in there. for my spare it was just sitting there and when I moved the seat back if fell out. The good seat still has it.
Is this supposed to recline or is this piece supposed to be removed?

Vert seats have that "stopper" to keep them from fully reclining like a non-vert seat.
If they recline any more they will hit and bang up the wider vert rear door/side panels.
