GD Bumper

So I'm trying to take the front lip off my car. I have the flimsy outer bumper off, but cant get the inner bumper off. How does this work, or is mine just siezed up? I've already broken off two torx t30 bits, dont want to do it again. Help would be great.

There should be 2 bolts that go verticle into the bumper shocks, lay down on the ground and look up at the bottum of the bumper for them.
