Fuel delivery issue

My buddy has a 91-318i and car doesn't start. He gets power to the sending unit but no power to the pump. Could someone direct me what the next step would be? If there is a fuel pump relay where would this be located?

The fuel pump relay/ relays are on a separate box next to the main fuse box. There should be a black plastic cover over them. The relays kinda stand alone on the Right side of the car
