My question is there a way to check fuel filter and fuel pump?

Blow through the filter with your mouth to see if it's clogged.
Replace it anyway, it's like $14 online.

I am going to if car start but if car does not start then its a part car and don;t want to spend $$.
BTW how can check fuel pump is good or not?

Car does not start. So if I take out one end of fuel rail and turn ingintion on fuel pump with work?

This. A new one doesn't take much of any effort to blow through.
