318 wont rev past 3500 rpm after warming up

Okay. I searched and didn't find anything like it unfortunately. So here goes.

Its a 91 318is that is new to me. it starts a little hard, (revs ups and then settles to a nice 700ish rpm). from a completely cold engine it revs all the way to 6000 rpm sitting in the driveway and driving down the road. now as the car warms up, about once it crosses the 1/4 mark on the temp gauge it will only rev to 5,500 rpm. and as time goes on (minutes) it will continuously only rev to lower numbers until it only goes to 3500 rpm while at normal operating temp.

When i say rev to i mean feels and sounds like its bouncing off the limiter but at 3500 rpm. ... runs fine when cold. but once it warms up its like the rev limiter decreases. if that makes sense?

speedo doesn't work either, did stomp test and kept flashing code 1234 over and over again.
BTW this isn't my first e30, but it is my first 4 cylinder e30.
and a longtime lurker on this site. which is awesome BTW

its just weird that it runs great for about 5 mins and then it will start to stutter just like in his video from that link. but as mine gets warmer the problem moves further down the rpm range from high to low.
