no tach/OBC after airbag steering wheel swap

Alright, this is getting aggravating. The plan was to switch my 1989 325is steering wheel (M-tech II) with my 1990 325i (stock airbag wheel). Did my research and saw that I needed to change the stalks also to retain the same distance from the wheel. Okay, so I did that and when I go to start my 1990, the tach and OBC don't give a reading. Im thinking I blew a fuse but they all check out fine. My 1989 works great, everything works and all is good. I thought I might have a loose ground connection under the dash of my 1990 where I was connecting the stalks but everything looked okay. After a couple days of driving the 1989, now the tach and OBC stop working. All the fuses are good too.

Today I switched back just the turn signal stalk and no luck, both cars don't display tach and OBC. I thought it could be the difference between having a 13-button OBC stalk and a 6-button OBC (the 13 stalk goes in to cycle through the buttons) I also switched the relays attached to the turn signal stalk and also no luck. Now, its possible the relays were both bad while i switched them but I inspected them and the connections inside didn't seem bad although there was some carbon that rubbed on the same terminal of each relay.

Not sure where to go from here. Several other people have the same no tach no OBC problem but I could get a clear answer of what fixed the problem.

Next I'll move all the stalk back to where they were and make sure my relays are good.

    Any other thoughts?
