When it rains i let it complety warm up. Then when im driving it its like the car does not have as much power and feals sluggish. Ontop of that the idle is a little bit lower. Anyone have a answer? cap, rotor, and plugs have all been changed.

Well, I'm not sure how much of a roll this plays, but rain creates an elevation in humidity in the air. Which would rob power from your engine, since the air isnt as dense as it could be.
Super cold nights, when its dry, you'll notice a big power difference. Since air is alot more dense. That means more air particles per square foot of air.
Rainy, hot, humid days, would kill the power in your car. Since water particles take up where air particles would have been in a square foot of air.
In an explosion, which is whats created in the combustion chamber, 3 parts are needed, oxyegen, fuel, and heat. A more pure mixture of these creates a larger explosion. But if one side is diluted by something, such as H2O in the air, then you lose the purness in the mixture.
