High idles with a/c - hear a relay clicking on/off in the car as idle bounces

I can hear something under the driver's side of the dash click and then the idle jumps about 500-750 rpm. 20 seconds or so later, it clicks and kicks back down, 20 seconds later kicks up. I don't know if it is timed with the compressor kicking on, but the a/c blows ice cold and the idle is TOO high, about 2k rpm. Any ideas?

Idle speed is supposed to increase when the compressor clutch engages, but not that much. Intake leaks and/or a misbehaving ICV could result in too much speed increase.
The car makes it possible, but the driver makes it happen.

That may be the compressor relay.
