Can the shifter rubber boot (under shift boot) be replaced from the inside?

I need to replace my shifter rubber boot, the one that is behind/below the shifter boot, the one that keeps out noise/heat.

Never had the pleasure of changing one. Can it be replaced from the inside or do I need to replace it from under the car?
