    what do these 2 relays do?

    im trying to figure out why only 1 tail light works (bulbs and fuses are all new)

      They shut everything off while the starter is running.

          hmm well there goes that idea. anyone know what exactly is in the circut for the tail lights? any relays? or other switches, problematic areas?
