    Dragging noise from left,rear side?

Ive been hearing this loud dragging noise(like the muffle ris dragging) comming from the left, rear end of the car. Happens when i hit a bump, apply the brakes, etc. But not everytime.
The car has a brand new hand brake just installed. Is there a possibility it is to tight and is dragging on the rotors? Im fresh out of ideas, everytime i hear it i think im losing my muffler. I just have noo freakin clue what it would be. It gets really quiet/goes away almost, when i pull the hand brake up slightly. Its really weird, and drives me upp the wall. Its rather loud(like i said, muffle rdragging noise) and im hoping it has something to do with the hand brake. Any suggestions as to how i could figure this out myself? or should i bring it into the shop and pay an arm and a leg for them to figure it out?
Thanks guys, appreciate the help you can offer. I understand if this is one of those things you have to see/hear in order to make a suggestion.

perhaps the Ebrake pads are screwd up... the best thing tou could do is put it up on jacks and spin the tire and see if anything is binding.

thats exactly what i am thinking. I got some jack stands im gunna throw it up on and see what happens. Im almost positive it has something to do with the brand new E-brake just being installed.

When does the sound occur, high speed, low speed, straight line, tight turns, etc. If the sound is a low pitched grinding that occurs when you are making low speed tight turns, it might be a bad rear wheel bearing.
