idle problem: electrical

At the ICM at pin 2 I should have 12v supply. I have .45v

All other tests are ok

Does anyone know where this power comes from? I don't see any diagram in the bently. Any help is appreciated.

anyone who has a harness laying around from parting out a car care to trace it?
