Blower constantly on / Air recirculate motor slipping or catching on something

Even when I turn the dial to "Off" position for the AC, the blower motor seems to continue to spin and blow air.

Secondly, the air recirculate works but whenever I press the button to turn on/off the air recirculate, sometimes I hear the motor clicking (I think it is overturning, causing the "gears" to grind and click).

What could be the issues?
