Window wipers shot

One wiper (passenger) wipes as normal. The other just lays flat. When over by hand it will return to resting position. Anyone with a prognosis?

The day I bought my e30, was the day I became sophisticated and classy as fuck.

A little confused with the issue, but make pop off the little cover at the base and make sure that nut is securely tightened.
