You already measured the temps and they were fine coming out of the t-stat housing (180F = 82 C). I assumed that you have a working 80C t-stat. The top of your rad should stays close to 80C then cool off significantly at the bottom of the rad. Your reading for the upper rad is a bit high (210F = 98C) so either your fan clutch is getting weak or your rad is clogging up.

How old is your rad? If it is 20+ yrs old then just replace it. It is not worth the trouble trying to flush an old rad.

If you can't maintain the car, you should be driving a Civic.

Ok, you can take your rad out, pour in 10% bleach and let it soak overnight. Flush the rad out in reverse with water until you do not smell bleach anymore. Hopefully, that will buy you a few more years. Check the rad fins to see if it is still in good shape. If it is flaking off then I am afraid that you have no choice but to save money and buy a new one.

I can afford an e30. I actually am broke momentarily because I just bought another. And thank you I will try that!
