That's an auxiliary fuse box. For aftermarket items such as alarm, stereo, car phone, etc...

oh okay and where does the green wire in it go to there's one red and one green I'm assuming its a ground but I just want to make sure.

One is switched power the other is constant. They both come from the fuse box.
