HVAC temp control reassembly help

Hi all,

My temp knob can only turn from cold to the middle (1/2 the range). It seems to get stuck as to turn it clockwise. I took the front dash apart to take a look and indeed there are some broken parts, cracks, and missing screws. One part in particular is confusing me. I've attached the photo. Are the two red circles I've drawn supposed to be concentric?

If anyone has links to more photos of the temp control and HVAC, it would be very much appreciated. Thanks

Solved. Yes, they should be concentric. Took a bit of force to get the knob and arm connected.

Now I have to figure out why I'm always getting 0V to my heater valve.
