    two issues

When my car is in park or neutral it revs to 2-2500 RPMs. any ideas? I think its the ICV so i got a known good one. My other issue is that when cold i have to give it gas for about 20 seconds to hold idle. That I believe is the cold start valve which I also bought a known good one. I am just curious if anyone has any other ideas about it

Get a smoke test done. Go from there, until then don't throw parts at it.

Intake gets slightly pressurized with smoke to locate any possible intake leaks. You need to have this done first as its a very important and usually overlooked step in troubleshooting.

Any reputable shop will have the equipment. Where are you located?

                Lol

I'm sure if you do a search there's some good shops out there, Or start a thread in the regional section asking about shops.

I'd like to know if you find any good shops that will do it. I'm in Corvallis. I've seen a shop that states they specialize in German cars, I just haven't had the time to stop by and ask questions.

Any shop that advertises "we do emissions work" will have a smoke machine. Also, not sure how things work in oregon, but here in md the mva keeps a list of 'emissions certified' repair shops... or maybe it's the emissions stations that keep those lists? In any case, look for a place that does emission repair.

Most shops will have a smoke machine. I'ts basically a machine that pushes smoke through the vacuum system of your car to locate the leak. There are also videos on youtube that show how to make your own smoke machine but if you do make sure no more than 2-3 lbs of pressure...
