325es Update ::: and surging idle

Its been a while since my last post, but a lot has been done on my 86 325es.
The alternator and battery have been replaced (long saga, not for this post)
The main relay died (had a spare in my trunk... winning)
Bought a new blower resistor since the 3 I took from the junkyard were all bad... and got a newish blower (2000) from the junkyard ($15, score)
A bunch of general maintenance etc.

But the one problem that still plagues me is the surging idle. I have two MAF's, both seem to be in working order. Two ICU computers, both seem to work. 4 ICVs, two of which work fine and aren't sticking... and I replaced the coolant temp sensor. (all yanked from a local junkyard)
My next step is to do a smoke test, however most of the vacuum lines have less than 5,000 miles on them which makes me hesitant... and the symptoms to cure the idle surge have me puzzled as well.

The cars idle slowly climbs as the car warms up. When the car is at temp the idle bounces from 700 - 1100.

Unless... there is a load on the electrical system.

With the blower on high (its nice to have a blower with 4 speed fyi) and the headlights on it rarely surges, although it does idle at 1000. If it does start to surge with these electrical things on, rolling the window down usually fixes the idle.

    Which brings the question... WTF!?
I've tried cleaning the grounds around the car including the ground location for the ICU; g103.

Any suggestions as to where to look next.

Also some cold vt winter eye candy
