E30 blowing fuse #9 as soon as car starts

I have a 1988 320i with an m30 swap using an m20 harness, I left the car for 10 days a little while ago to head up to my girlfriend in norway, when I come home it wont start, start checking fuses, fuse 9# is blown, replace it, blows it again, then I remembered there was some chinaalarm installed on it that I pulled the fuse out of months ago..
I put a fuse in it and it fired right up, but it still blows fuse #9?
I know fuse 9 is idle speed and fuel injection, but what EXACTLY does it do?
it still runs, it still hauls ass fine, but if I let go of the gas and just roll it starts surging, and uses loads of fuel compared to what it used to do.
it also smokes a bit now which it used to not do at all.

I don't really know where to look so I'd be great if anyone had any ideas.

Short to ground somewhere. Since there are a few other components that use that fuse, you will have to find whatever is shorting it.
