i believe its like a fuel pressure damper; that way spikes in fuel flow dont affect driveability and economy

It's a baffle for fuel pressure and to stop backflow. They rust out and the dealer no longer carries them AFAIK. Folk are simply running a new piece of HP fuel line from the filter to the hard line.
