HVAC panel wires cut

While installing a new radio. I noticed to black wires coming out of the HVAC panel . it seems as if the two wires come out of the HVAC near the obc and go right back near the HVAC sliders. Does anyone know what these wires do? Would they happen to control the blower motor, because mine doesn't work.

Only place I see a black wire in the HVAC schematic is the harness connecting to the fan speed control. There's a green/brown, yellow, black green and blue. The green/brown is for power and the yellow, black green and blue connect to the fan speed resistor pack that sits below the fan motor.
