    Fuse Blowing! Help

Thanks in advanced! When I got in my car today I turned my seat warmers on and the switch lit up and then turned off. So then I checked fuse #15 (heated seats) and it was blown. I unplugged my heated seats and plugged them back. Put new fuse in and the seat heaters weren't even on and when I turned the key the fuse blew. Like it's getting power without the switch even being on.... so as soon as I turn the key over the fuse blows without the switch on.

I am going to guess that an element or wire is cracked and in contact with something else, causing a circuit overdraw, thus blowing the fuse.
