bad fuel pump?

So I got my car start but it still won't stay on I can hear the fuel pump when I turn it on but when I unhooked the hose from the regulator to the manifold there's no fuel coming out could this be why it keeps shutting off?

The pump only runs when the DME sees timing data from a rotating engine check for return fuel while some one cranks the engine.
