Doing a m30 swap and I can't get it to start. I'm getting fuel and spark but it's not firing. I've tested compression and it's good. Gonna swap relays and try and find a different CPS I can't think of anything else after that and the relays I got were supposedly in working order.

"I'm getting fuel" are you getting fuel pressure or injector pulse ? do plugs get wet with fuel after cranking?
" and spark" at the coil? the plugs? how are you testing ? if you spray start fluid in the throttle body does it try to fire?
if your truly getting spark & fuel pressure then the CPS is working , next question would be if injectors are getting power and if yes is ECU controlling them ?Angus

getting fuel to the the rail and getting pressure. didnt know how wet the plugs should be but they kinda smelled like gas. now that i think about it some more my injectors are more then likely not pulsing but then i still have a problem but how do i fix that one

do you have a test light , if so check for power at both pins of injectors key on and cranking . on one pin the light should flash if ECU is controlling injectors during cranking . how old is fuel? any chance of water in fuel system ? when was filter last changed? plugs should be wet after extended cranking with no spark but as you have spark at plugs they probably wont be ,any chance firing order is off?
just throwing ideas out thereAngus
