I meant to update this with the solution, but never did! 
It ended up being a bent exhaust valve. It was/is still idling a little rough, but it passed with an HC ~ 20ppm.
Fast forward to a couple months ago I ended up rebuilding the head (new exhaust valve guides, valve seals, reground all valves), since I had to pull the motor. Car still idles about the same, a little rough. So, I've basically stopped trying to fight the rough idle. It passed emissions and drives smoothly, so I'm leaving it alone for now.
The car idles around 700rpm now.
As for your HC issue... If everything external to the head and block passes inspection/tests, it is possible it could be that some of the valves are not sealing well with the head (not the rubber seals).
