Compressor fan connector question

So the line coming off the compressor with a 3 prong connector I would think connects to the compressor fan. But what is this? It looks like the previous owner spliced a wire from the dryer canister (low pressure senaor?) and bridged the other 2. Why?

Compressor is grounded by being attached to the engine so it only needs a positive signal to engage the clutch which will only happen if the pressure switches allow.
