A/C low side and high side question

I tried to recharge my a/c today and it seems like it wont take in any charge. Low port keeps showing high pressure at about 90psi and high side at 0 psi. Gauge on low side is not showing any movement during charge indicating that it's taking any in. Compressor engages and seems to be functional. From what I researched, seems to be the expansion valve causing blockage. Previous owner said a/c was working when he got the car but that was 15 yrs ago.

Blockage in system. First make sure Compressor is turning (spin it by hand) I would go through the whole system if you have 134 in system get the 134 expansion valve(Pelican parts has them), flush the system, change the O rings to green and change the dryer. Before you charge add the appropriate amount of oil then evacuate the system to - 30 in. see if it holds. If it it is OK then charge
