The pulley wheel ;) Put a socket in it, loosen it and you're good to go!

So if my pulley is all the way down already then, that would be my problem, I believe it is jammed or something, anyone new mounting bracket that holds the pulley?

Beneath the pulley is a hex screw...loosen that a tad This is best tackled from underneath ;)

Yeah I took the whole hex out when I put the belt on correctly assuming that it was the adjustment, I then pushed up on the pulley and it would not budge, and the pulley appeared to be flush against the bottom of its range.

You didn't have to take the whole thing out, just loosen it. Are you sure you're using the right belt? if the pulley is not moving up and down along that "path of travel" it might be jammed perhaps?

Are there instructions somewhere as to how to adjust? In and out,
I would think you would loosen the hex bolt position it and then retighten, correct?

I'm going to give it some strong whacks this weekend and see if I can get it loose, anyone have pulley removal steps, it seems like it is built in.

The whole thing comprises of 3 pieces.
                -- The pulley wheel
-- The metal bracket that hold the pulley wheel and the internal hex bolt together
                -- The internal hex bolt

You can and should be able to fully separate all 3 and take them out. I just put a belt on my car 2 weeks ago and simply loosened the internal hex, loosened the pulley, slid the belt on and that was it.
