So a little about my e30 before listing my problem. I have a 1985 318i that I've swapped in a 1988 325i m20b25 engine, dme, trans, rear diff and gauge cluster. Everything on the gauge cluster works except the green service lights and I have an inspection light on. It will not do the "stomp test", and I've put a jumper wire to pin 7 and 19, used a 15 amp fused jumper wire. It is very possible that I've hooked something up wrong or forgot to hook something up. I've checked the ground under the dash and it seems fine. I've unhooked the car battery and let it sit an entire 24 hours and no change. I do have a bit of a rough cold start but after it warm up a bit it runs and idles fines. Any help would be greatly appreciated.

That could be dead batteries in the cluster.
As to the stomp test... Does the CEL light up when the ignition is switched on? If it doesn't, the bulb could be burned out or there could be a wiring problem between the DME and cluster. If the CEL does work, the TPS is misadjusted or the idle switch in the TPS is bad.The car makes it possible, but the driver makes it happen.
