what am I missing???

[RL 325i]

Just bought my third e30 1990 325i. After sold my 87' 325ic two years ago, then realized I am really in love with E30. Found this 1990 325i, need a lot of fixing(leak steering rack, need a new cat and timing balt)
First question is, I think there is some sort of relay supose to be there isn't it. What is that for? How come is missing? any clue??

Ya that is an aux. fuse panel, has 2 wires, one is switched 12 volts, and the other is constant 12 volts. Makes it easy to wire in a aftermarket radio etc....
