gas gauge not working in 88ix

My 88ix gas gauge is not working. I switched the cluster in the ix to my other e30 and the gauge worked fine, so I am pretty sure the cluster is fine. I put the working one from my other e30 in the ix and it did not work....
I have 11.8 volts to the sending unit; float is moving up and down. I took it out and I could hear it move up and down.
Should I assume the float is just shorted out and not working, or am I missing something like a ground, fuse, or something else?
    thanks for any help,
    jm

Have you checked both floats? I believe they are connected in series, so if one or the other is disconnected you won't see anything on the gauge.

When I took it apart I only saw the pump and the float. It was a long silver tube next to the pump. Is there a float inside the pump too?

        I checked the driver side

So I checked wiring for both sides. Tomorrow I will check continuity for both.
        thanks,
