Key Won't Turn and Steering Wheel Locked

Hi Guys,
Some background. I just spent the better part of two days removing the old cracked dash and carpet and finally got a new dash and carpet installed. After putting the center consoles in I was ready to put the steering wheel on.
Now, I don't recall if I had the battery hooked up or not, but after putting the wheel on (without the key in the ignition I recall) the wheel won't turn, it's locked, and the key won't turn either. I tried reconnecting the batter, no luck there. Also, don't think it's related by the side indicators are on when the battery was connected and the light knob pushed in (off position).
Any help? I'm fucking tired with this project and am burnt, just want to get the car turned on and moving. Any help is appreciated.

Photos aren't uploading for some reason. It could very well not be seated properly, not sure. I'm not sure if in the process of swapping the dash the little spring from the lock mechanism came out. I do recall seeing some spring on the floor of my mess, but don't recall if it was driver's or passenger side, and can't seem to locate it now. I've searched all the forums, I'm out of ideas.
