no power assist with Z3 rack

The car is an e30 with a M50 engine swap. Previous owner put in a Z3 rack and deleted the power steering. Love the Z3 ratio but very tiring to drive for long track sessions.
I installed a M50 power steering pump and connected the resevoir, rack, bled the system and no power steering. Thinking that maybe the rack was damaged from years of running with no fluid circulating, I put in a new rack. Still no power steering. Have bleed the system by turning lock to lock countless times.
What could be the problem here?

Was there a lot of bubbles in the reservoir?

Are you sure the PS pump is good? You did add a belt lol?

I wanted to ask the belt question too, but didn't feel like being a jerk. Haha

Yes... I installed the belt and the pulley :p
I did see large bubbles when bleeding the system initially. Now there are smaller bubbles when car is running and turning wheel lock to lock.

Any chance you got the hoses backwards?
