    Blower on high problem

    I had a problem with my heat, as it only worked on high setting. I took the cover off in the firewall, and removed the resistor to clean. I used my Dremel to clean off the contacts, and put it back in. Now the unit works in all four settings, but when I set the fan on 1, it blows at the same rate as setting 3. Anyone know why this is happening, and how to fix?

          would a bad resistor cause the blower fan to work even if the car is off?
