Remove the kick panel under the steering column, then you can reach up and behind the dash area. There are two large knurled nuts that hold that long skinny panel on.

hmm...going underneath would work on my 88 w/o airbags...but the dash in the newer airbag cas has that fat metal panel behind the lower kick panel...i will take a look 2day. thanks

Mine just pops out, it slides onto these brass looking things that hold it in place. There is one on the far left and far right. I think

That long skinny part above the steering column is the hardest to get out. It'll feel like its almost about to break. (That is if you leave the steering wheel on.)

I did it on my '89. Easiest thing ever. Definetly no more than a 1 hour job to remove it if you are the worst newbie doing it for the first time.

it's infinitely harder to do on an airbag car, smart ass
                ;)

after you've got that fucker out grind the back center out of the bracket if nobody has done so in the past to make removal/installation easier, closer to the 89- cars (the grinding is standard mechanic practice
